>> live from the kgo tv broadcast center this, is abc7 news. >> in the news this sunday morning, november 11th, hundreds of veterans will march down market street in san francisco today for the annual veteran's day paw ray. we will have a live report. we are following developing news in indianapolis, indiana where a huge explosion has leveled two homes, killing at least one person. good morning, everyone. thanks for joining us. i'm carolyn tyler. let's start with the quick first look at the weather with our meteorologist lisa argen. >> good morning, everyone. another chilly start with a trost advisory in our north bay valleys once again. not to say other areas won't see trost but this morning starting out with temperatures in the 30s even at our coast f you are heading outside, grab an extra coast or another layer, a heavier coat, because temperatures will be dropping into the upper 20s in some of these spots. hopefully your plants and pets have been protected.

we should see the frost request temperatures until 8:00. and through the 30s and 40s by the afternoon. we a little warmer, 50s to about 60 and then they will drop again. also a return to the showers by midweek. i'll have that for you a bit later. carolyn. >> thank you, lisa. today is veteran's day. a day that honor those that served and sacrificed for our country. one of the biggest bay area observances will be a parade in san francisco. we are joined live from the route where the streets are going to be blocked off later this morning, right? >> that's right, carolyn. we are at second and market. second will fully close beginning at 9:00 this morning from market to folson. that's about a half-mile down the block so they can stage for the pa raid. hundreds of veterans are expected to be marching in this year's parade. it's the 93rd veteran's day ma

raid in san francisco. this is video from previous years. the veteran's day parade honors all soldiers from all wars. this year they will pay somebody attention to the vets of the iraq and afghanistan wars, about 50 of whom are expected to participate. there will be a group of homeless veterans marching, as well as dignitaries including mayor edwards lee. if you want to see it in person it starts here at second and market. it begins at 9:00 a.m. it will wrap up about 3:00 p.m. this afternoon. streets will systemally reopen as the parade passes through those blocks. but we are telling you that muni lines are expected to be affected by the parade as well. maybe plan ahead today as you head out around the city. live in san francisco, abc7 news. thank you. this morning at 10:00 the coast a guard cutter uss burke holes

is due to hundred. they spent 150 days on patrol in the arctic. they played a key role in flat security exercises called operation arctic shield. there are many veteran's day' vents all over the bay area. here are just a few. at 9:00 milpitas will announce the recipient of hi first veteran of the year award. and 10:30 the golden date national cemetery has a ceremony called when the troops come marching home. most local events are taking place at 11:00. alameda county holds a flag ceremony with local veterans speeches at the community center. concord salute take place at the vietnam's veterans memorial in new hope park. danville veteran's day program is at the arts center. walnut creek has performances of patriotic songs at the center for the arts to the civic center drive. and 1:00 petaluma puts on the

largest vet's day parade north of the golden gate. more than 25,000 are expected to attend the event that began when three vietnam war buddies marched on veteran's day back in 1967. >> a scary moment for passengers on a flight out of oakland international when the southwest flight arrived at the denver airport yesterday evening. the plane slid off the taxi way. ground was frozen, covered in a light snow. these are images from the images from passengers. no one was injured. everyone on the flight had to be taken to the terminal by bus. one of them told us what happened after the plane landed. the pilot apparently tried to turn and when he did that, the plane just kep skidding forward. and right before he ran off the runway he jets the jets hard to reverse to slow the plane down but at that point there was nothing he could do to stop it from going off.

>> that passenger, brad harris, also told us he has nothing but praise for the southwest crew the way they handled that incident. this morning we are getting a clear picture of how much a new waterfront arena in san francisco could cost the golan state warriors. a deal which could mean millions for the city. the proposed is 17,000 seat arena would be built on piera 30 to 32 along the embarcadero near the bay bridge. we have the details. >> the war worse could be playing basketball in san francisco by the 2017 nba season n this proposed state of the art $1 billion arena. but right now the site is just an aging parking lot where pier 30 use the to be. it is at the base of the bay at the base of the bay bridge. this needs to be something better when it will be when the warriors build their arena. >> in a report they say the

project is feasible with the warriors paying all the up front costs like fixing the costs of the crumbling piers underneath. but san francisco could get $54 billion in tax dollars after construction and collect $19 billion in tax every year. >> it seems like a really good deal for the city of san francisco. and it a good deal for the warriors? >> it is a great deal for the warriors. >> neighbors say it's not a good deal for them. >> the last thing we need is a giant cement wall. i like the warriors but the warriors are from oakland. let's keep in in oakland. >> he said it would ruin his amazing view and bring are in traffic and noise. especially when giants and warriors games overlap. >> i'm concerned about all the traffic. it's really hard to enjoy the world series and things like that when you are just worried about all the people in the neighborhood. >> some like the plan as long as people leave their cars at home. >> yeah, there's going to be a lot more traffic. but, i don't know, i feel like

public transportation is good around here. they are building more trains to come down so hopefully people will figure it out that they probably shouldn't drive. >> the a i arena project would be privately funded. what happens next? the board of supervisors meets next week to decide whether or not to move forward with an environmental study on the project. the warriors will pick up the tabs on that. in san francisco, cornell bernard, abc7 news. >> the oakland raiders defensive line coach will take time off after his 4-year-old son died. terrell williams' son tyson became ill this month. they aren't commenting on what the illness was. he just celebrated his fourth birthday days ago. williams will be allowed to take off as much time as he needs. the search for san jose murder suspect came to an abrupt end yesterday when the man was found dead in his car. body of 50-year-old troy nosenzo was found off highway 129.

please believe he died from an overdose of sleeping pills. he was suspected ever killing his 54 year old wife, patricia, whose body was found inside their home this weekend. san francisco is doing battle to bring new business to the city but now phoenix is jumping in trying to lure california k we take a look at what's happening. on election night governor jerry brown celebrated the passage of proposition 30. 54% of voters decided to raise income taxes on the stat's top earners and agreed to a hike in sales taxes. >> we think the recent tax package that was passed that really targets what we call high performers or producers from an economic perspective is going to really start to dislodge the serial ceo management and places in places like silicon valley. >> in a bid to turn it into opportunity. the greater phoenix council

launched a new ram this week aimed at luring california companies away. >> we think it will happen. north carolina, texas, south carolina will be in the target talking to california businesses. we want to present a greater opportunity for phoenix. >> the phoenix group hopes to fly in 50ceos. they are interested in luring leaders of companies with 200 employees or more to intro them to arizona's lower tax structure. >> we would encourage them to go because once they go to a place like that they will say this isn't, you know, this isn't certainly what i and my key people want to be. >> jim heads up the bay area council. he said companies here are always being courted by other cities and states. and he says some california companies like yelp have recently expanded into places like scottsdale, but he's not worried about companies relocating. >> most of the businesses who are here and who are the most successful here, they aren't

people are de. the magnitude 6.8 quake hit the former country of burma just after 7:00 30 sunday their time. a death happened when a bridge under construction collapsed. >> developing news, an indianapolis neighborhood is in ruins this morning as authorities try to determine what caused the deadly explosion that leveled two homes last night. one body has been recovered after firefighters put out a raging fire following that explosion. the blast forced about 200 people to evacuate. two people suffered mine are in injuries. investigators say all power, gas and other utilities to the home that exploded had been shut off. they are hoping to learn more this morning as they examine the site bidet light. the massive explosion shattered windows and damaged dozens of surrounding homes. president obama's re-election victory just got a bit bigger. florida now in the president's column by a nose. state officials say the

president took 50% of the vote compared to 49% from mitt romney. the results mean the president took eight out of nine swing states, losing only north carolina. the final electoral college results now read president obama 332, romney 206. coming up at 8:00 abc's " this" "examines the election. what president obama did right and what the republicans need to do and what both have to do to avoid falling off the so-called fiscal cliff. that's coming up on abc7. we are learning more this morning about the scandal involving david petraeus. his sudden resignation at head of the cia is still sending shockwaves through washington. petreas said he accepts all the

blame. after nearly four decades in international affairs, it was an extramarital affairs that brought david petraeus' distinguished career to a jolting end. in a statement to employees he acknowledged the liaison, expressing his extremely poor judgment. it's unacceptable, he said, both as a husband and as a leader of an organization such as hours. >> if they found out about an extramarital affair they could use itos blackmail against you. >> he has been married to his wife holley against you for 32 years. they have two children. they met when he was a west point cadet and she stood by him as he raced on the fast track up the ranks to four-star general. last year he resigned his commission and was sworn in as cia director. this is the other woman. paula broad well. a 40-year-old wife and mother of two. she's his official buyographer. >> to get to know him he wanted to run with you? >> i thought i was going to test him but he will test me.

welcome back. it's 5:20 on this veteran's day. we honor the men and women who served our nation well. this is a live look from the golden gate bridge. in petaluma the celebration is around 1:00 today and if you are coming to the one in san francisco this morning around 11:00, it's going to be in the low 50s. lots of veteran's day events as there should be. it's very fitting. and they are all over the bay area. no rain, at least, right? >> no. it will be nice and bright out there. starting out really cold but you noted about 60 later on in the north bay and getting close to

that in san francisco. that will bring us up just a little warmer. still far from where we should be this time of year. a live look outside from vollmer peak this morning. once again, pretty frosty out there. we have the muni centennial streetcar festival later on today downtown, and also the 49ers taking on the rams. so conditions today will be sort of like yesterday, although we are going to get into a slightly warmer air mass. here's a look at our live doppler 7 hd. and the crowds, well, the temperature dewpoint spreads close in napa and also novato and santa rosa. you may look and find a little fog out there. otherwise we are clear and it's a cold start. colder than yesterday 37 degrees half moon bay. look at that, 32, freezing, santa rosa with 36 in napa. more 30s across the delta. this morning you are waking up to colder numbers from redwood city to half moon bay.

6 degrees colder livermore. napa, you will continue to drop throughout the morning lawyers. we will look for once again not only the frost present in our north bay valleys, but yesterday we had it in the east bay. once again, temperatures settle into those valleys with very you will notice this it's another cold start out there. numbers come up two to three degrees today. showers look like they will stay offshore for most of the week. but then it looks like by next weekend, pretty far out, i know, we could see a significant storm. we will walk you through it. first things first. here's a look at our satellite and radar composite. high pressure sits offshore so we will see some sunshine and a other clouds from from time to e today. the main activity stays well to the north as we remain dry. here's a look at the next couple of days. you notice today we've got that front to the north. but by tomorrow a front tries to sneak down a little further

south, not going to make it. that's on tuesday. look what happens by wednesday and thursday? still we've got that ridge protects us, and it looks even right on through thursday. the showers stay offshore. we could see a few of them head our way late thursday. but then a more significant system wants to set up by next weekend. so that could mean some snow and a more seasonable conditions around here as we get closer to thanksgiving. 61 in fremont today. notice a few more 60s around the bay with upper 50s downtown. 61 livermore with half moon bay coming in at a cool 55 degrees. 62 in watsonville. 60 for salinas. here's the abc news whenever seven-day forecast. the numbers in the low 60s today arounded bay and our inland east bay, mid-50s at the coast for the parade starting out cool and them by 3:00 we should hit the lower 60 mark. tomorrow a little bit milder. that will take us through tuesday. increasing clouds on wednesday. it looks like the rain showers i

>> some of wait to go see if the department of disability affairs will grant their claims. they find many veterans will be unfairly denied benefits because of errors made by the v. a. hair lawyer here's abc7 news anchor dan ashley with more in this morning's assignment 7 report. >> i knew it. i knew i was going to get my claim approved. i knew it. >> in 2008 the department of veterans affairs denied jose roundtree's disability claim for post traumatic stress disorder. >> what do you have to do, get shot? there is more than one with a i to get wounded. i was mentally wounded. >> he was on a navy destroyer that engaged in battle offer the coast of beirut but the va couldn't find any evidence that he was in combat. >> i just did a quick google search on military history sites and i was able to verify that his ship that he was on was

actually in combat. >> jamie foxx was a claims processor at the va's oakland office. >> i brought it to the attention of the supervisor because i was new and i didn't know what to do. >> fox never saw roundtree's file again. five months later she was forced out. her termination letter said she was let go because she did not send roundtree a letter denying his claim. >> i was this shock. i was confused. >> fox filed a wrongful termination suit against the va. the agency declined several requests to discuss her case on camera. but in a deposition the former director of the va's oakland office did talk and shed light on how the agency is run. lin flint said it didn't matter if the agent is' decision in roundtree's case was right or wrong. >> they aren't interested in quality, they are interested in production and getting the decisions done regardless of whether they are right or wrong. >> attorney gordon has successfully sued the va on behalf of veterans.

doesn't represent roundtree or fox but he's not surprised but what happened to them. >> the system is simply broke and we can do a lot better for our veterans. >> the va said their error rate is 14% but the center for reporting analyzed a subset and found an error rate of 38%. then there's this. the board of veterans appeals said the agency made mistakes in 73% of cases. he said errors are often the result of a well-known practice at the va of. >> there's a practice known as top sheeting. a famous term in the va. and that is basically you take a look at the file, you take a look at the top few pages on the file and you write a decision. >> in a statement the va said it's retolling procedures and employing paperless data it systems. their goal is to reduce their error rate to 2% by 2015. >> i want to see dramatic changes taking place now. >> this congress southeast said errors are contributing to the

va's hajj backlog of disability claims. >> there's no benefit in pushing a determination out that's wrong because in the end it will be appeal and it will make the record look even wars. >> appeals represent 38 percent of their 819,000 pending disability claims. by the time jose filed his first claim, he spent 17 years in the navy and more than a decade on the streets addicted to drugs. >> i lost it. i had a major break down. >> while he was waiting for the va to process his claim, his family struggled financially. the same day he received his denial letter he got a job offer from the va's healthcare division. no he works as a cook at the medical center in sacramento. jamie foxx now works for the same division of the va that hired roundtree, assisting veterans in santa rosa. her lawsuit is still pending. this spring she mound roundtree on facebook. >> i was so nervous calling, i

didn't know how he would spoken. >> he heard what happened to his claim and he heard about her job. >> i fell her pain and anger and everything about her because she and i connected. >> it's not just for me but eats for every other vet that's out there that is suffering. its for every other vet that's coming back home that they are going to see a difference, okay? i want these vets coming back from overseas and get fair, better treatment. >> dan said jose roundtree has been waiting for five months to hear if the va will approve his new claim. on average veterans who submit claims to the oakland office will wait a year for a decision. >> veterans who are amputees, amputees athletes and pair olympians all showed up yesterday in san francisco for an event just for them. it was a clinic that featured hands on training, classroom

instruction and the latest in prosthetic gear. one of the organizers told us these clinics give amputees hope and a way to feel more integrated in society. the physical reaction is people's physiological well-being is improved definitely. but from a psychological perspective, it opens such doors to people that they never thought was possible follow the trauma of an amputation. >> participants had a chance to scale a wall and get in a bit of swimming. about 100 athletes showed up for that event. the season of giving is already in full swing throughout the bay area. a. c7 news reporter toms ramon has a look at one early texas dinner. >> this day of thanksgiving started off with a prayer, then hundreds of people began to feast on food provided by the hilltop church of christ in richmond. the food whose doled out by dozens of members of the congregation and volunteers.

he said this is the third year he attended the event. he's homeless and welcomed the free meal. >> i lived in my truck for three years in richmond. they feed me. >> the church puts on what they call every day is a thanksgiving egrown the past eight years. last year so many people throughout richmond came to eat that this year they rented a tent to accommodate what they knew would be a huge crowd. >> last year we had 3,000 totally, actual dining as well as our everyday market. >> it is notice only the meal kicked by church members that serve, people are also given a member to get clothes and groceries, which includes a free turkey and ham for their own thanksgiving meal. two mika has three children and are here to gather food for their holiday meal. >> i'm a full-time student and single parent so it's kind of tough. >> people trullly have a need. people have lost their homes, people have lost the clothe on their back and they are just looking for a way to be able to leave day day-by-day.

generation plants will actually burn them. it's getting 100% reused. >> ten miles of new rails have been laid down so far with another shipment of 1500, 1600-foot segments arriving from colorado in a few days. the old wooden ties have been replaced with concrete ties which are quieter and last longer. >> along with new tracks and ties, there also has to be new ballasts. that's the lose rock that gets mounted underneath the track. >> the hope is that the train will be a reliable alternative to the often congested highway 101. the train will travel up up to 79 miles an hour but. though it's not the entire system approved pure years ago, they insist it will be effective. >> it captures about 70, 10% of the whole ridership in the whole project before we phase it. and we anticipate building the rest of the project as the sales tax revenues increase and we get additional funding.

welcome back. it's 5:47 on this sunday, november 11th. thanks for waking up and sharing some of your morning with us. this is a live look from our roof cam showing you the ferry building. it is blue this morning in honor of national diabetes month, which is in november. new this morning, one of the wealthiest bay area communities has received quite a windfall after facebook moved its headquarters to menlo park. the peninsula city of atherton has received $350,000 from the social media giant. to quiet concerns about increased traffic. today san francisco chronicle reports the payment was made by facebook to appease concerns in neighboring communities. atherton leaders are still deciding how to spend that money. thousands of nonnative critters are being plucked out of san francisco's mountain lake park. part of an effort to bring back the lake's natural ecology.

mountain lake is part of the park service. it's manages to to keep preserves the way nature made them. the four acre upon is one of the few natural bodies of water in the city. over the years people have been dumping invasive fish, turtles and other creatures in the lake from home aquariums. now crews are using nets to cap out some of the innovators, including at least 500 young carp, a large mouth bass, and that's just so far. lisa area yen is here now and you would never do such a thing? >> no. but the cold air has definitely invaded the bay area. in fact, the east bay had some frost as well yesterday. but this morning once again the frost advisory until 8:00 for the north bay mountains k valley. temperatures will ten to drop throughout the next hour or two and then we will slowly begin to see a recovery. but, you know, throughout the days ahead we will be warming up.

in fact, the middle of the week looks to be quite mild. live, doppler 7 hd this morning. we are potentially looking at a little bit of fog from napa to santa rosa. otherwise we are clear and that's why we are dropping off so much. with the calm winds, temperatures are well into the lower 30s with 32 santa rosa right now. yesterday you bottomed out into the lower 30s. 33 in fairfield. 36 for napa and elsewhere. look at those 30s from livermore to half moon bay and los gatos. we have cooler numbers. we were in the 50s yesterday. san francisco and oakland throughout much of the morning. that was due more of a wind mixing in the atmosphere. with less mixing that colder, denser air does descend into the lower-lying areas and that's how we get the chill. yeah, temperatures as much as 9 degrees cooler on our coast. so definitely a colder start this morning but we will have a warmer finish by about 2 to

4 degrees. that will keep us, of course, still below average. but i think tomorrow morning we won't have this frost advisory, but still this morning and, in fact, until 8:00 and that will allow for the numbers to really stay quite brisk out there. so if you are headed out early, know the routine and an extra layer. we will look for conditions to improve about a pretty nice afternoon today. a little warmer. we will take the numbers up into the lower 60s. by the middle of the week perhaps a few 70-degree readings. looks like most of the shower activity is going to stay offshore throughout, say, thursday. looks like more rain will be forming by the end of the work week, favoring the north bay first and then spreading south throughout the bay. we are looking at once again high pressure protecting us ask that will bring some sunshine, a few clouds mixed in from time to time. but overall a pretty nice afternoon if you have been getting used to the cooler weather. the showers stay to the north and this is another system that

wants to sag a little bit further south tomorrow. so it looks like the extreme north bay may see more clouds on your monday into late monday into tuesday. but today we remain cool. there's that system. then by, say, wednesday look what happens. the models forecast the systems to still stay offshore. they are slow to develop. this takes us right on through thursday night. in fact, it looks like the forecast models favoring the north bay it will the weekend. we could stay dry for the majority of the week. 61 in oakland today with 61 in premont. numbers a little milder for the game today. in san francisco looking at a cool afternoon as they take on the rams. 58 degrees. 56 in san mateo, the veteran's day parade. it will be cool with numbers near 50 early on and wrapping up in the upper 50s. 60 in salinas. many parades going on around the

bay today. so it looks pretty good for that. in fact, much of the work week notice the numbers come up right after the middle of the week, upper 60s to near 70s. and we increase the clouds thursday and friday and the best rain chances look like next weekend. >> all right. you mentioned that the ski resorts are already trying to crank it up? >> certainly. they have the cold air and maybe by next weekend another decent storm. >> thank you, lisa. did you know it was the end of an era for twilight fans?
